New legal British tender revealed

For the first time in 40 years, the Royal Mint has chosen a new set of designs for the reverse of the coins, first introduced in the Coin Design Competition 2005. The designer, Matthew Dent of Bangor, North Wales, was paid £35,000 (GBP) for his designs, which depict the Shield of the Royal Arms spread over the six denominations below £1, with the entire shield embossed on the £1 coin.

The new coins are expected to come into circulation this summer – and Mr Dent envisions a success: “I can imagine people playing with them, having them on a tabletop and enjoying them. I felt it was important to have a theme running through from one to another.” he said, referring to the puzzle-like nature of the new design, which requires the coins to be arranged in a particular way to see the Shield of the Royal Arms.

The chief executive of the Royal Mint, Andrew Stafford, has said that the obverse of the coins will still depict the portrait of the Queen, like it has since 1998. The old coins will remain legal tender until they slip out of circulation.

DUP and Sinn Féin make gains in Northern Ireland Assembly election

Results are coming in for the Northern Ireland Assembly election held on Wednesday 7 March. With all first preference votes counted, both the Democratic Unionist Party (DUP) and Sinn Féin have made gains: the DUP received 30.1% of first preferences, an increase of 4.4 percentage points on the 2003 election, while Sinn Féin won 26.2%, up 2.6 percentage points. This means that the two parties have gained more than half of the vote. The Social Democratic and Labour Party (SDLP) came third with 15.2%, the Ulster Unionist Party fourth with 14.9% and the Alliance Party fifth with 5.2%.

I’m optimistic that we can achieve a working government on March 26, but it’s a very stark choice for them — get into power, or shut up shop.

The election is a crucial step in restoring devolved government to Northern Ireland, which has been under direct rule from Westminster since October 2002, when the Assembly was suspended after allegations that an IRA spy ring was operating there. The resulting court case collapsed. Attempts to get the leading unionist and nationalist parties to resume power-sharing had failed until the St Andrews Agreement was reached in October 2006. This agreement commits Sinn Féin to accepting the Police Service of Northern Ireland and the DUP to accepting power-sharing.

All 108 seats have now been filled. The DUP are the largest party with 36 seats, followed by Sinn Féin with 28 seats. Their combined total of 64 seats gives the two parties a majority of ten in the Assembly, assuming that they are willing to work together. Among others, DUP leader Ian Paisley has been elected in North Antrim, as has Sinn Féin leader Gerry Adams in West Belfast. DUP deputy leader Peter Robinson topped the poll in East Belfast, where Naomi Long of the Alliance Party was also elected. The leaders of the other two main parties were also elected: Mark Durkan of the SDLP was elected on the first count in Foyle, while Ulster Unionist leader Sir Reg Empey was elected on the third count in East Belfast. Alliance Party leader David Ford was elected in his constituency of South Antrim on the fifth count. Dawn Purvis, leader of the Progressive Unionist Party (PUP), was elected on the last count in East Belfast. The Green Party won their first ever seat in the Northern Ireland Assembly, when their Northern Ireland chairperson Brian Wilson was elected on the tenth count in North Down with 2839 first preference votes.

Anna Lo of the Alliance Party has become the first candidate from an ethnic minority background to have been elected to the Northern Ireland Assembly, winning a seat in South Belfast with the fourth highest first preference vote in the constituency, 3829 votes. She said her decision to stand had been an extension of her community work, and that she wanted to give a voice to Chinese people who never felt they had any part to play in Northern Ireland politics. She also said she hoped that indigenous voters who were fed up with “tribal politics” would give her their support, and that she was determined “to be much more than a candidate for ethnic minorities”.

Counting the votes cast in the 600 polling stations continued through to Friday 9 March. Turnout was 63.5%, down 0.5 percentage points on the previous election. Assembly elections use the Single Transferable Vote (STV) method of proportional representation, with each constituency returning six MLAs.

A new power-sharing Northern Ireland Executive is to be formed by 26 March, according to the St Andrews Agreement. The election of a First Minister and Deputy First Minister requires the support of a majority of unionist MLAs and of nationalist MLAs (“parallel consent”). In practice this means that the largest unionist party and the largest nationalist party must agree to share power. If they cannot agree by the deadline the Northern Ireland Assembly at Stormont will be suspended again and MLAs will have their salaries and allowances stopped. Though there has been criticism of the deal reached at St Andrews by elements within both the DUP and Sinn Féin, the government in Westminster believes that these dissenters are in a minority.

Northern Ireland Secretary Peter Hain said to CNN: “I’m optimistic that we can achieve a working government on March 26, but it’s a very stark choice for them — get into power, or shut up shop”. But he also warned that “if this falls over on March 26, there is no prospect of another settlement for a very long time, maybe years”. On Friday 9 March Mr Hain began separate meetings with the leaders and deputy leaders of the DUP and Sinn Féin.

Sinn Féin leader Gerry Adams said he had “no problem” with working with the Unionists and shaking the hand of Ian Paisley: “I think it is very, very important in terms of representing a community that for a long time was marginalized and excluded. We’re about reaching out to the Unionists”.

All must now take responsibility in government for building and consolidating peace, this is what the people of Northern Ireland want. They deserve no less.

But Ian Paisley claimed that Sinn Féin’s decision to support the police had been “qualified”, and said, “you can’t pick and choose how far you are prepared to go for peace.” He also said that Sinn Féin had to “turn from their evil ways”. To the BBC he said: “We will enter into talks tomorrow with the Secretary of State, we will be meeting the Prime Minister next week, and the hard negotiations are now going to start. Sinn Féin are not entitled to be at the table until they declare themselves for democracy. I am a democrat, I don’t speak to loyalist paramilitaries, I don’t speak to Sinn Féin”.

On Friday 9 March British Prime Minister Tony Blair and Irish Taoiseach Bertie Ahern made a joint statement. They said, “The message of the electorate is clear. After so many years of frustration and disappointment, they want Northern Ireland to move on to build a better future together through the restored institutions. Many of the practical issues which have been raised in this election campaign can and should be resolved locally.” They said that they would work closely with the Northern Irish parties to restore devolved government by the deadline of 26 March and praised the progress already made in this direction. “The people of Northern Ireland have suffered grievous pain and loss. But enormous progress has been made and there is now no good reason why we should not be able to complete this historic process. All must now take responsibility in government for building and consolidating peace, this is what the people of Northern Ireland want. They deserve no less.”

On June 3rd, 2008, two United States Internet service providers (ISPs) announced they would begin tests to slow web access for their most active customers and charge them for extra speed. Comcast and Time Warner Cable, two of the largest ISPs in North America, both made separate announcements of their plans. The actions come in the wake of an investigation by the Federal Communications Commission (FCC), over whether Comcast had restricted some customers from sharing videos, music, and similar files. The FCC investigation led to a US Congress debate over whether and how much control ISPs should have over the flow of customer data.

Public interest groups complained in November 2007 to the FCC that Comcast had specifically targeted customers using applications that made use of the BitTorrent system, a popular form of file sharing. Free Press, an advocacy group that pushes for better oversight of cable operators such as Comcast, stated that Comcast practices were discriminatory towards users of the legal technology. “The cable companies see a hammer hovering above their heads and are scrambling to find ways to reduce the appearance of wrongdoing,” said Ben Scott, head of the group.

An Associated Press report that Time Warner Cable will bill customers between $29.95 to $54.90USD per month has been confirmed by the cable operator, with clients charged an extra $1 for each gigabyte (GB) by which they exceed their purchased plan. Art Brodsky, communications director of Public Knowledge, a consumer advocacy group in Washington D.C., has expressed concerns about the Time Warner Cable plan. Time Warner Cable’s most expensive offering, $54.90, comes with 15 megabits-per-second of data transfer speed and a 40 gigabyte limit on total data transfer.

“An HD (high-definition) movie is 8GB or so, three movies is more than half your allowance for a month, and heaven knows what else you might want to watch,” Brodsky says. “This is not a relieving congestion scheme as much as it is a rationing scheme. All it does is protect an inadequate infrastructure from the cable company.”

Australian government provides $15.8 million for North Adelaide Technical College

Australian Minister for Vocational Education and Training, Gary Hardgrave has announced the government will provide AU$15.8 million to establish an Australian Technical College in North Adelaide. The minister said the government was entering into a partnership with the Archdiocese of Adelaide and consortium of industrial and manufacturing companies.

The North Adelaide college will be located in Elizabeth and be operated as an independent non-government school. The college is one of 25 to be established across the country.

Enrolments at the college will begin in 2007 and will offer courses in areas where identified skills shortages exist in the North Adelaide region, specifically – engineering, construction, electronics and cooking.

Mr Hardgrave said that the proposed college had been popular among the North Adelaide business community. “This important initiative has been well received by North Adelaide business and industry, and will help to address skills needs and provide opportunities for those in greatest need, including a lot of Indigenous students in the region,” Mr Hardgrave said.

“The fact that this College is being led by local employers, local government and other key stakeholders, means it will be truly industry and community driven,” he said.

Australian Technical Colleges were established to cater for year 11 and 12 students who wish to do an apprenticeship as part of their school education.

The Australian Education Union has expressed a number of concerns about the model put forward by the government. In a report, they claim that trade facilities at TAFE colleges (operated by state governments) will deteriorate as funding is diverted to the ATCs. The union is also concerned that ATCs are supposed to be selective VET schools. According to the union they will have selective entry and preferential funding. It is feared that teachers will be lured away from schools and TAFE colleges to higher paid positions in ATCs.

The Education Union suggested that the government invest in schools that already offer vocational education programs.

The chief executive of Volvo Cars, Håkan Samuelsson, said, “People increasingly demand electrified cars”. Volvo aims to release five new electric vehicle models between 2019 and 2021. While little has yet been revealed about them, the company has stated two of them are to be high-performance electric vehicles, branded as Polestars.

Other car models from 2019 may be plug-in hybrid or 48-volt “mild hybrid” systems. Audi and Mercedes-Benz are also releasing mild hybrid cars for the European market.

“This announcement marks the end of the solely combustion engine-powered car. Volvo Cars has stated that it plans to have sold a total of 1m electrified cars by 2025. When we said it we meant it. This is how we are going to do it,” Samuelsson said. Volvo is owned by Chinese automotive giant Geely, and China’s Ministry of Industry and Information Technology has said by 2025 they want new vehicle sales to be 20 percent “new energy vehicles”.

One hundred and twenty detainees at an immigration removal centre in Oxford, UK, are on hunger strike. The protest started when some detainees refused breakfast on Wednesday 14th June 2006. A letter from the hunger strikers explaining why they are seeking to draw attention to their plight in this way has been reproduced in full below.

Those detained at the centre are mostly men who have sought asylum in the UK and whose asylum applications have been rejected. These people are then held without knowing how long they will be detained for – some end up being held for many years while awaiting deportation.

The removal centre, known as Campsfield, or Campsfield House is approximately 5 miles north of Oxford and has been in operation since 1993. It was managed on behalf of the UK Government by Global Solutions Limited, until may 2006 when it was taken on by GEO UK, the centre has a capacity of 198. Only males are detained at Campsfield.

According to the campaign group Barbed Wire Britain Over 2,600 individuals, mostly asylum seekers, are detained indefinitely in the UK without trial and with no automatic right to bail.

There have been reports in the UK press of the state taking people to detention centres without notice, in the early hours of the morning using excessively heavy handed tactics, taking children out of schools and separating families.

Many UK people and politicians express their disgust at the way detainees are treated, yet it continues. Perhaps this action by the detainees themselves will further highlight their plight and result in more UK electors writing to their MPs and demanding improvements to the way in which rejected asylum seekers are treated.

“We are detainees at Campsfield removal centre in Oxford. Most of us have been here for a long while now. There are people who have been detained for up to two years and down to three months. We are cramped in here like animals. We are treated like animals and moved around different detention centres like animals. The immigration service have taken husbands from their families and taken people who ran away from persecution in their various countries, and dumped everyone in here.

Once you are put in here the immigration service forget you. There are detainees who have applied to go back to their own countries that are still being held here for months without any news about their cases, just so that the private security companies get more money.

Detainees are asked to seek asylum and then refused. The immigration service also ask detainees to apply for bail. When you get a bail hearing date all of a sudden they serve you with removal papers that are not valid. There are many of these situations. In most cases the immigration service don’t take you to your court hearings. And then they tell the judges you refused to turn up, just so the hearing goes ahead in your absence. Many detainees have been served with removal papers and travel documents but nothing happens on the removal day.

Campsfield has become a slave house. We detainees are treated like slaves, to do odd jobs for officers. Detainees are handcuffed to see doctors or dentists in hospitals or clinic appointments. We have some racist security officers who make racist comments to detainees and go out of their way to make you feel like committing suicide. Detainees have to be at the point of death before they get to see the doctors.

The food is not worth eating. Even dogs would refuse to eat what we eat. But we don’t have a choice; every single day we eat the same food (the food we eat is rice, chicken, sandwiches, and left-over eggs)”.
